When you restrict airflow to the carburetor, it creates a gas rich environment which is beneficial for starting an engine, especially when it is cold.

It is a common issue for motorcycles that have been in storage for a long period of time to start but not run with the choke off. The reason for this is because the jets in the carburetor are clogged and are not allowing enough gas in for the engine to run. When you partially close the choke, you can somewhat resolve the problem, until the motorcycle throttle is opened up. So, when you hear someone say their bike will only run with the choke on, you know what the deal is in most cases.
